  3. You can use any ATM at any convenience store as far as I know and if you do it during a weekday it doesn't even cost you anything. I registered a GK just using my phone and my driver's license to identify myself. Took 3 business days to get the account set up. Personally, I'd choose SBI over Shinsei (or basically any bank) every single time.

I haven’t been able to link my account to LINE Pay, though, and Shinsei doesnt have its own ATMs, so (correct me if I’m wrong) if you don’t keep enough money in the account you’ll have to pay a fee whenever you withdraw cash. As others have said, it’s easy enough to get an account as a foreigner.

Recently it’s been knocked off its pedestal as it, along with many other banks in Japan, now requires that clients live in Japan for at least 6 months to open an account, in line with regulatory changes.
