A Brief History of Laredo, Texas (Published by Laredo Chamber of Commerce) SPANISH COLONIAL PERIOD. In 1747, Jose de Escandon, a Spanish colonel, organized a great expedition in Queretaro to explore and colonize Nuevo Santander, the Mexican province which included most of the northeastern part of Mexico and parts of what is now Texas.
