(Communications Port Properties -> Port Settings -> Advanced) Make sure there are no IRQ assignment conflicts between this device and other devices (check motherboard manufacturer for more info). Is your seriel port embedded into the motherboard or a PCI device?

I suggest trying to reinstall the USB root hub drivers and see if it helps. 1) Press Windows key + X. 2) Open Device Manager. 3) From Device Manager, Expand Universal Serial Bus Controllers. 4) For every instance of USB root hub, right click and uninstall.
