Punk Hazard is actually a really good arc on re-read. Reading the arc from week to week, I was a bit meh on it. Sometimes too little happening, too many side characters, too much foreshadowing without pay-off, giant kids running around, a non-threatening villain. But re-reading it now, during the end of Wano, it is a really good arc IMO.
Caesar experimented on children, attempting to obtain gigantification, and gave them addictive "candy" to stay in the clutch of his hands. The candy is revealed to be a drug that can be fatal, and drastically shorten their lifespan. The children leave with Smoker and his marine buddies, their destination being Vega Punk for help.
