Graduating from the National University of Singapore (1984), Mr Shanmugam started out in private practice and became Senior Partner at one of the largest law firms in Singapore. He was also one of the youngest lawyers to be appointed as Senior Counsel of the Supreme Court of Singapore in 1988.
