Altoona was founded by the Pennsylvania Railroad (PRR) in 1849 as the site for a shop and maintenance complex. Altoona was incorporated as a borough on February 6, 1854, and as a city under legislation approved on April 3, 1867, and February 8, 1868.
Altoona grew through new construction and annexations that almost doubled the size of the city, including the annexation of the Borough of Juniata. The development of the City was spurred by horse-drawn trolleys in the 1880s and electrified trolleys in the 1890s.
It was founded in 1849 by the Pennsylvania Railroad Company as a base for building railroads over the Alleghenies. Its name probably derives from the Cherokee word allatoona (“high lands of great worth”).

Altoona was incorporated as a borough in 1858 and chartered as a city in 1868. During the Civil War , Altoona's importance as a railroad center made it an objective for Confederate forces, but the city was not seriously threatened.

The Pennsylvania Railroad constructed a large number of its own locomotives at the complex. The city experienced substantial growth due to the demand of locomotives during the Civil War.
