Because you are correct, for all the reasons you listed Dark Harvest is generally not very good. There are a handful of exceptions where Dark Harvest is a reasonable choice, but it is rare and really more about how specific characters can abuse the rune - or are struggling to abuse other runes which makes them subpar.
Death's Embrace farming question. I understand this drop is "very rare", I just wanted to make sure there wasn't some undocumented move to a boss or something. I've been farming for about 3 days 300+ corruption, unique 2h axe and increased uniques blessings,but I haven't seen one yet.

When Dark Harvest is off of cooldown, it will grant a stack and deal bonus damage whenever the player does damage to an enemy Champion below 50% HP.
If you're playing sona, and know how to abuse her kit's empowered auto in combination with the Dark Harvest, (and can do so often without dying), then absolutely take it when you feel like it. I take it on several champs in Aram often, but I have very rarely taken it in norms/ranked.
