Can you please explain the following to me: The gang's original plan was to impersonate Winstrom and Moreau and meet with their real counterparts in order to hand Winstrom fake nuclear launch codes.

I really love how wildly different the first three Mission: Impossible movies are. Generally speaking, people like to say the franchise got really good starting with Ghost protocol. But those first 3 have a special feel to them in a way. The style in those movies is not common in today's action movie landscape.
