  6. Simply because it doesn't have the same meaning. The "One eyed king" as we know it was a title ETO came up with for Arima and for the ghoul that would kill Arima, so obviously there couldn't be any before them. Before there just were other one eyed ghouls leading revolutions, but they weren't the "one eyed king" Eto envisioned for obvious reasons.
