Since Word 2013, Word has had the ability to directly open pdf document. However, some pdf documents (from scanners mostly) are really pictures of text rather than the text itself. Just as you can't look under the hood of a picture of a car, you can't edit a picture of a document. In that case, you need to convert the picture to text.

Nov 23, 2021 · Every time I try to save as PDF, the exported document's font/format always changing. Even I try to change the font type, but the result will be same. I've try to uninstall the office but it didn't work. I also try to add an enxtension in Word (add-ins) to convert the file, but the result just the same.

Copy, from your copy without the TOC, everything except the last paragraph mark. 4- Paste into the newly created document. 5- Reform your TOC in the new document. 6- Save as PDF.
