I'd say that it starts going downhill around Season 6 or 7 (though there are still some great episodes - Three Turkeys is one of my fav episodes of the show). Season 8 has some pretty decent episodes too (Thanksgiving Jamboree, Pig Moon Rising, Ringmaster Keifth), and Season 9 is okay.
Modern family is great. Clever, well written, and especially entertaining in the first few seasons. The last 2-3 seasons have gotten stale. It really is time to pull the plug.
