Jun 17, 2021 · You haven't given much information, but if your copy of the game is the disc based version of the original GTA-VC (not the 'Stories') the problem is likely Windows blocking the games DRM - SecuROM. or the SecuROM version the game uses is not compatible with 64bit Windows.
