Mar 23, 2010 · Because of two unpatched bugs, no more than 99.96% completion can be attained in the vanilla game. One of the 221 water towers does not actually exist, and the final optional sidequest - no matter which one it happens to be - does not reward the usual 3 Weapon and 3 Vehicle parts.
