Frank Lyga (born c. 1957) is an American former police officer of the Los Angeles Police Department, who shot and killed officer Kevin Gaines. The resulting LAPD investigation of Kevin Gaines helped lead to the Rampart Scandal.
He was shot and killed on March 18, 1997 by undercover LAPD detective Frank Lyga, who was determined to be acting in self-defense. At the time of his death, Gaines was 31, and a seven-year veteran of the force. [2]
