Karl Rudolf Werner Best (10 July 1903 – 23 June 1989) was a German jurist, police chief, SS- Obergruppenführer, Nazi Party leader, and theoretician from Darmstadt. He was the first chief of Department 1 of the Gestapo, Nazi Germany's secret police, and initiated a registry of all Jews in Germany.

Werner Best was born in Darmstadt, Germany. He was a high-ranking official of the SS; before 1939 he was the head of the Reich Security Main Office (RSHA), and between 1939 and 1940 deputy of Reinhard Heydrich. In 1940, he was appointed the civilian administrator in France.
