Secrets of Scotland Yard is Republic's spin on a plotline first elucidated in the old E. Phillips Oppenheim novel The Great Impersonation. After losing WW I, the German high command, with remarkable foresight, prepares for the next war by planting a spy in the British Admiralty.
Vowing to avenge the defeat in the next war, the High Command places a German spy at the British decoding office in London. Twenty-one years pass, and Germany, again at war, is aided by the services of their secret spy.
In 1918, when Germany lost the war, it blamed its defeat on the efficiency of Room 40, in the Old Building of the British Admiralty---the room in which German wireless message were intercepted and decoded. German then decided to train a clever spy who would be solidly entrenched in Room 40, whenever the next war came.
