The Kaiser becomes increasingly embarrassed and finally explodes, saying that he unfairly received all the blame for the war and was betrayed by his army, his navy and his country. He storms out. Brandt, flustered, apologizes to the Kaiser's wife. When he returns to his room, Mieke is waiting in the dark.
