Howard County is a county located in the U.S. state of Maryland. As of the 2020 census, the population was 334,529. Since there are no incorporated municipalities, there is no incorporated county seat either. Therefore, its county seat is the unincorporated community of Ellicott City. [1]

Howard County's History. Howard County officially became the 21st of Maryland’s 23 counties in 1851. It was originally part of Anne Arundel County and was designated the Howard District in 1839, in honor of John Eager Howard, statesman, soldier, and fifth governor of Maryland.

The County Council is located on the first floor of the George Howard Building at 3430 Court House Drive, Ellicott City, MD 21043. The office is open weekdays from 8:00 a.m. to 5:00 p.m. There are parking lots immediately in front of the building with both metered and free parking spaces.
