Go to the gta5 / redistributables folder. Run the R* launcher installer. Launch it when it is done... it.. shouldn't ask about battleye. Go to settings in the launcher, and uncheck battleye. Then try the game again. You can also use -nobattleye in the launch options for the game.
Then don't. Or buy RGSC version and play it without steam. I've purchased this game on Steam and shouldn't use just another sh**ty useless launcher thats what youve been doing since the launch of gta 5 on steam.

(usually in program files or something but you may have put it elsewhere~) If this folder does not exist - make it. If you would prefer using an existing steamlibrary.. use.
