Frances Online is Oregon’s new contributions and benefits system for both Paid Leave Oregon and Unemployment Insurance. As of Sept. 6, 2022, employers and third party administrators use the Frances Online Employer Portal to file and amend combined payroll reports.
The Oregon Employment Department’s new system, Frances* Online, supports both unemployment insurance (UI) and Paid Leave Oregon. Beginning the third quarter in 2022, Frances Online replaced the Oregon Payroll Reporting System (OPRS) and the Employer Account Access (EAA) portal.

To apply for benefits, log in to Frances Online for Claimants and click "File a Paid Leave Oregon Claim" from the Claimant Services panel on the Home tab. If you don't have a Frances Online account, create one by clicking "Sign Up for a Claimant Online Account" at Frances Online for Claimants.
