Sabha. Council of States i.e. Rajya Sabha is the Upper House of the Indian Parliament. Rajya Sabha consists of the representatives of the States and the Union Territories and persons nominated by the President of India. The Vice-President of India is the ex-officio Chairman of Rajya Sabha.
The Rajya Sabha held its first sitting on 13 May 1952. The Rajya Sabha meets in the eponymous chamber in Parliament House in New Delhi. Since 18 July 2018, the Rajya Sabha has the facility for simultaneous interpretation in all the 22 scheduled languages of India.
Rajya Sabha is a permanent body and is not subject to dissolution. However, one third of the members retire every second year, and are replaced by newly elected members. Each member is elected for a term of six years. The Vice President of India is the ex-officio Chairman of Rajya Sabha.

Membership is limited to 250 members. 233 are elected by the State legislative assemblies, and 12 are nominated by the president of India for their contributions to art, literature, science, and social services. Members sit for overlapping six years terms, with one-third of the members retiring every two years.
