It was founded in January 1985 to facilitate authors and publishers to register for ISBN in India. It gives free ISBN to Indian citizens.

Raja Rammohun Roy, which operates under the Book Promotion and Copyright Division of the Ministry of Human Resource Development, confirms that the portal was launched on 7 April 2016 by the Honourable Minister Mrs. Smriti Zubin Irani.
