The 5th Dalai Lama Ngawang Lobsang Gyatso established a centralized dual system of government under the Gyalwa Rinpoche ( i.e., the institution of the Dalai Lama) which was divided equally between laymen and monks (both Gelugpa and Nyingmapa ).
