Carl Thomas Curtis (March 15, 1905 – January 24, 2000) was an American attorney and politician from the U.S. state of Nebraska. He served as a Republican in the United States House of Representatives (1939–1954) and later the United States Senate (1955–1979).

Carl Curtis was born in Kearney County, Nebraska, on 15th March, 1905. After graduating from Nebraska Wesleyan University he became a teacher in Minden. He continued to study law and was admitted to the bar in 1930. Curtis was county attorney of Kearney County (1931-1934).

After his graduation from Minden High, he taught school in Danbury for one year, before he attended Nebraska Wesleyan University. Upon graduation he taught in the Minden school system for two years, two years in which he also studied law in the offices of a Minden lawyer, Charles A. Chappel.
