This setting in Windows 11 is at Windows Settings > Apps > Advanced App Settings > Choose Where to get apps > Anywhere. If that's already set then you may have bought a PC that has S mode, which only allows Store apps to be installed.

When the child opens firefox, it says 'ask your parent for permission'. I get the permission request on my end in MS Family, I approve it and grant the permission, yet it still blocks firefox.
