There are two downloads available for Windows users. Windows 64-bit with JDK 11 Included. This archive includes both SQL Developer and an embedded copy of the Java 11 Development Kit (JDK). Simply extract the zip to a fresh directory and run the sqldeveloper.exe in the top directory. The EXE is configured to run the embedded JDK by default.

Download if you want the client libraries only. There are two installation client archive file types. The first file is the client installation binary and the second file is the client gold image. Download the appropriate zip file based on the preferred installation type.
Oracle SQL Developer is available for download free of charge from the Oracle Technology Network. To install SQL Developer, simply download and unzip it on your system. SQL Developer does not include an installation program.
