John Matthai CIE (1886–1959) was an economist who served as Independent India's first Railway Minister and subsequently as well as India's Finance Minister, taking office shortly after the presentation of India's first Budget, in 1948.
Role in India’s Independence Movement. Matthai did not play an active role in the freedom struggle. Instead, he devoted himself to government service and academia. He was a member of the Viceroy’s Executive Council, and later was part of the interim government.
Dr John Matthai was born in Calicut on 10th Jan, 1886. He was married to Achamma and had three children, Valsa, Duleep and Ravi. He graduated from Madras Christian College and later went on to Oxford. He was an educationist, economist and prominent member of the Government of India and in the corporate world during the 1940s and 1950s.

John Matthai was the first minister of transport while the first minister of Railways was Jagjivan Ram. Lal Bahadur Shastri who served as the Minister of Railways and Transport from 1952 until 1956 became the 2nd Prime Minister of India in 1964.
